COURBEVOIE : Une Dégringolade Ininterrompue de 2020 à 2025

Courbevoie figure désormais parmi les dernières dans le classement des communes d’Île-de-France, en raison de la dégradation de sa gestion financière et de ses services publics au fil des ans.

Afin de se familiariser avec l’audit, toutes les informations financières peuvent être trouvées sur la page du bilan de mandat.

Courbevoie, qui jouissait d’une situation financière enviable en 2020, a progressivement connu une dégradation de sa condition et de la qualité de sa gestion publique

La direction actuelle de la municipalité, menée par JACQUES KOSSOWSKI, n’a pas pris les mesures nécessaires pour anticiper et a laissé des dérives s’installer.

Le site Bilan de Mandat a mené cette enquête en rassemblant les données budgétaires mises à disposition en ligne par le ministère des Finances, en remontant 7 ans en arrière

Hausse des impôts pour les contribuables COURBEVOISIENS

La commune n’a d’autre choix que de relever significativement les charges fiscales pour les contribuables, mais cela n’a pas été réalisé en 2025 en raison des élections municipales de 2026. Les conséquences de cette situation méritent une attention particulière :

• Insatisfaction des contribuables : Une élévation des charges fiscales va susciter un mécontentement parmi les citoyens, impactant leur confiance envers la municipalité.
• Diminution de la base d’imposition : Des augmentations d’impôts vont entraîner le départ de certains contribuables, ce qui affecte la base fiscale à long terme.
• Problèmes rencontrés par les ménages : La hausse des charges fiscales va peser sur le budget des foyers, aggravant les disparités sociales.
• Délai dans les investissements : Ne pas augmenter les prélèvements en 2025 va entraîner un retard dans des projets d’investissement nécessaires au développement de la commune.
• Contrainte sur les services publics : La nécessité de récupérer les pertes de revenus va provoquer des réductions dans les services publics, impactant la qualité de vie des résidents.

Altération de la qualité des services publics COURBEVOISIENS

Une gestion financière peu rigoureuse entraînera inévitablement des coupes dans les budgets des services publics d’ici 2026-2027, ce qui se traduit par :

• Diminution des équipes : Diminution des employés pour maintenir des services essentiels comme la propreté, la sécurité ou l’éducation.
• Abaissement de la fréquence des services : Moins de ramassages de déchets et horaires limités pour les bibliothèques et centres communautaires.
• Baisse de la satisfaction des usagers : Les citoyens, déjà mécontents des services municipaux, seront les premières victimes de la diminution de la qualité des services, tout en continuant à contribuer au-delà de la moyenne.

Difficultés à engager et à conserver les talents

L’instabilité de la ville, tant sur le plan financier que sur celui de l’exemplarité, compliquera l’attraction et la rétention des talents, tant dans le personnel municipal que dans le tissu associatif :

• Taux de départ élevé : Les employés vont rechercher des postes ailleurs, ce qui occasionne des coûts élevés liés à la formation et à l’intégration.
• Diminution des connaissances : Un manque de personnel formé impactera la qualité des services et l’innovation dans la collectivité.
• Complexités dans la réalisation des projets: Un manque de personnel compétent pourrait entraîner des retards ou des difficultés dans des projets importants pour la collectivité.
• Démotivation résultant d’un désintérêt pour une ville qui a évolué en 5 ans en une des principales cités dortoirs de son département.

Risque intensifié de rupture budgétaire

Les aides gouvernementales qui, il y a encore quelques années, soutenaient les finances, ne sont plus disponibles. Étant donné sa situation alarmante, la ville n’a plus de latitude, ce qui entraînera :

• Faiblesse financière : Une dépendance excessive aux financements externes va rendre la collectivité sensible aux modifications de politique ou de financement au niveau national.
• Diminution de l’autonomie : Les collectivités subiront une perte d’autonomie en raison des conditions attachées aux subventions.
• Difficile mise en place de stratégies à long terme : Une dépendance aux ressources financières extérieures va rendre la planification budgétaire et l’exécution de projets à long terme plus complexes.

new vlog. This is going to be another Paris weekly vlog. I’m super excited to bring you 
guys along in another week here. And I’m also currently editing some vacation travel vlogs from 
the past few months. There’s a lot of footage and I’m hoping to upload them as soon as possible. 
And I also wanted to take this moment to thank you guys so much for subscribing to my channel and 
watching my I would say like past three videos. I noticed that I got so much positive feedback 
and I didn’t expect the videos to go so well, especially the one from Munich since this is 
not my typical content and honestly it really   makes me so happy and definitely motivates me 
to do more on YouTube. I have been a YouTube watcher for such a long time myself. I would say 
I started when I was like 13, 14 and for me it has always been my favorite social media platform 
because I feel like you can really get inspired   by the girls that are showing their lifestyles in 
different countries like what their hobbies are, their beauty and fashion tricks. I just always 
love that. I feel like you can connect much   deeper with people that have similar interests 
to you. So that’s what I’m hoping to do here as well. And yeah, for today I wanted to talk about 
another fashion topic as I know that you like this previously. I tried to integrate some like beauty 
and fashion tips and what I’ve been loving lately. You may have seen this beauty in my content 
before. I’ve shared tons of outfits with it and I wanted to take a moment to appreciate this 
beautiful high quality bag. It’s from the brand Songmont. And I think this is such a cool bag that 
I really wanted to show you guys because it’s so versatile. You can style this in four different 
ways. And for the fall winter season, I thought, okay, I’ve been loving this color so much. And 
I do think that you can wear this in winter as well. I do love whites in winter. But I wanted to 
show you my new in and that is the exact same bag, but in such a beautiful black color. This one 
is in the color onyx. And someone is a brand that I’ve only recently discovered. I think it 
was beginning of this year. And this model is called Luna. So basically moon. And as you can 
tell, it is a moonshaped bag. And that’s what I like about it so much. I think the shape of this 
bag is so stunning and perfect for everyday. And which is why I got it in a second color. someone 
for me is a brand that is so special because they have really exquisite craftsmanship. The quality 
is really premium calf leather. It’s super soft, but it still stays in shape. As you can see, these 
are two of the four ways you can wear this bag. So, the first one is the classic just over the 
shoulder bag. This is my favorite way to wear it. It’s super comfortable. And then you have on 
the left and on the right two little hooks that you can use for the cross body version, which I 
will show you in just one second. But before I show you that version, I want to show you how you 
can put this bag into this shape. It’s really such a thoughtful design and I think the details are 
really, really beautiful. First of all, this lock here, I think it adds such a chic detail to this 
bag, and it’s so smooth to just change it. So, basically, this on both sides is an interlocking 
magnet mechanism, so you can easily detach it from both sides, and you can just close it at the 
top. I love to wear this style in the evening specifically because I think it’s perfect since 
it’s very small. You don’t need that many things   when you go out for dinner and it just looks super 
sophisticated. And if you want this mini version to look a little more extra, you can just loop 
this handle through and also close it here on the top. And then you have this very unique looking 
bag. I’ve never seen this before. That’s also why I was like, this is so cool. You have basically 
four bags in one. And now let me show you the fourth way to wear this bag. So basically you have 
this long strap. And you can decide how long you want it to be. You just take one end and you loop 
it through these little gold details on the sides. So I want it to be a bit shorter. So I will make 
sure to put it on the last holes. And here’s what the bag looks like as a cross body version. And 
this is so cool for like a day outfit when you’re running around. You can just simply put it over 
your shoulder and then you have this cool look. So, I’m currently just wearing a very simple 
outfit. My favorite cable knit sweater and black silk pants. And I think it looks super cool with 
neutral outfits. Talking about high quality, if you want to build a long-lasting capsule wardrobe, 
I highly encourage you to invest in those higher quality pieces because from my experience, I’ve 
learned and I think this came with age and just trying out different styles and seeing what what 
makes me the most happy. And that’s definitely pieces that will last long in my wardrobe and that 
I always gravitate towards to wear on a regular basis. So basically not following all the trends 
and that’s why I really think a capsule wardrobe is so essential. I really like to choose pieces 
that I know will last me for a very long time. But of course this also comes with a certain price

And now I will head out. I’m meeting Artem to go to a couple of press days and we will also go to 
a new restaurant opening. I am so excited to try some new spots here in the city and of course, as 
per usual, I will bring you guys along and I hope   you enjoy this vlog. I am on my way to go outside. 
The weather has been so so crazy in Paris lately. It is like mid November and today like right now 
the sun is shining and then it rains and then the sun is shining and then it rains. So yeah, I 
wasn’t sure if I should bring a umbrella with me and I didn’t. But it’s 6° today. So I brought a 
little scarf with me. First time this year that I’m wearing a scarf and a sweater and a coat. 
And I’m wearing a full black look. By the way, my new hair, I am getting used to it. And 
so far, I love it. Like the color is a true chocolate. Like literally like my nails exactly 
how my hairdresser said it that we will match my hair with my nails. But yeah, anyways, for my 
outfit, I wanted to quickly show it to you. So, let me put my phone here if that works. So, okay, 
let’s see. This is my look. It is my basic black coat that I’ve been wearing for 5 years, you guys. 
5 years. Yeah, I think I got it like in 2020 when um covid was happening. And then this is a 100% 
I think cashmere scarf. I love to just like throw it over like this. I think it looks super chic and 
elegant. And then underneath, I’m going to quickly show you my look. So, I usually tie I tie my um 
coat this way, which I think looks so much better than just like doing it whatever. I wasn’t sure 
if you could see what I’m showing, so I put up the uh exposure a little bit. This is what I’m 
wearing underneath. So, basically I’m wearing   these black satin pants. They’re by the brand 
M-Kae Copenhagen. First time wearing them. And then because it’s really cold, I was asking Artem, 
what should I be wearing today? And he was like, « Something really warm because it’s getting so 
cold in Paris. » So, I did take a coat, a coat, a sweater with me, and it’s the one that I’ve 
been wearing so much lately. It’s cashmere also 100% and sustainable as well. It will be linked 
below. And then underneath I’m wearing this is basically like a top from Intimism and this really 
beautiful um I would say like cappuccino color. I think that’s actually what they call it at Intim. 
They have the same in an espresso color. So more like this like dark chocolate. And I chose 
this one because I thought it would look a bit nicer in contrast with my hair and skin tone. And 
actually, you can wear it like as a top or you can wear it even as a pajama top. I think it’s super 
versatile. And I love the little lace detail. And as we know, I talked about this before, right 
now trending is silk and lace in combination. So, I really wanted to create this kind of look where 
you wear both together. And I love when it like peaks through at the bottom with a sweater. Adds 
like a little chic, sophisticated um detail to your outfit. And that’s the look. And of course, 
I’ve been wearing this bag non-stop. And you know what? I’m going to show you quickly how I tie 
my coat. So, you want to wrap your coat like this. Grab your belt, put it around your waist 
like so. Bring it to the front. Twist one time. Make a simple like first knot. And then basically 
I grab this one that is like above the belt. Hold it like this. a little loop. And then I take 
the other end and I wrap it around. And then you want to pull this through here. So I grab 
it with my two fingers here. And then you hold the loop and you pull it through. And then you 
just have to like um secure it. And that’s it. And then you can just like adjust how you like 
it. And that’s I think the chicest way to tie a coat for winter. And as I said, I’m just 
wearing this as like a wrap scarf around. And that’s how I usually walk around. And I 
hope it’s not going to rain. But if it rains,   then I usually like to put this up on my on 
my head and walk around like that because who cares? And that’s about it. I’m going 
to head out now. meet Artem, have coffee, catch up because we haven’t seen each other in 
I don’t know, maybe a month, three weeks maybe, and then we’ll go to one or two press days and 
then we have a dinner tonight at a new opening in Paris. I’m so excited. It is a an Italian 
restaurant that has will be open from tonight onwards. And yeah, of course, I will show

and the Christmas lights have been   uh on since this week everywhere in 
Paris. And this is what it looks like and the main mison of Cartier. And

Hello. And we just grabbed coffee at the usual cafe nuances. We are standing here 
because there’s a lot of light here. So, taking advantage of that. And we ordered. 
So I usually take a latte avoine which is um just a latte with oat milk and Artem ordered 
like salted caramel latte with just normal milk and they a little bit [ __ ] it up like 
they they switched. So basically this one   is normal milk without caramel and this is with 
caramel but leav basically oat milk. Yes. And we told them that it was wrong and what they did 
they did exactly the same. They they redid it which we are nice customers. We’re not going to 
complain. We’re just doing Yeah. They were like, « Oh, sorry. We’re going to do it like a new one 
for you. » And they did the same, I guess, like mistake like they switched up the milks again. And 
I usually don’t like to drink regular cow’s milk. And Artum didn’t like the um oat milk. So yeah, 
but now we’re just like, « Okay, you know what? It’s all right. I’m just having the drink with the 
oat milk. » But usually they are doing good. Yeah,   they are. It’s very nice place as you know like 
I always go there. So not complaining. It’s just like it can happen. So yeah, but we’re enjoying 
our drinks and we’re going now to the press days. We’re like shooting everything. [Music] [Music] Okay guys, we just went to the two press days. 
It was really nice. And now we’re going to the dinner, the Italian restaurant opening which

was so so cool. I’m so happy I got to spend the evening with Artem and spend quality time as 
per usual and the food was amazing. As I said, it’s an Italian restaurant and

was so beautiful. The building, it’s like a arnu um building which I think is always super special 
in Paris. I just restart my hair and this is my look. I am basically wearing the same satin 
pants from yesterday and I paired it like a bit more for like a day look. I paired it with 
a black turtleneck and this um cardigan and then just an oversized blazer. I’m not sure if it’s 
too cold outside. It’s again very cold today, but skies are blue and I’m hoping that I don’t 
need a scarf and gloves because yesterday evening I was like I think I might have to wear gloves 
next time. But now that it’s like sunshine outside and actually not I don’t know that rainy maybe and 
like during the day it’s better. But yeah, headed out now to a press day by the brand called Rails. 
So excited to check out their new collection. Um, I think they have really, really nice pieces. 
And then I’m going back home. I will change and then meet Artem because we’re going to

this big fat coat and we just shot it here. The lighting like the light is so beautiful right

Tower? I don’t see it. Oh, there. Yeah, right next to it. And we’re freezing and 
we’re filming some funny Tik Tok videos. Very funny. Found them. Only funny to us. 
Oh my god, it’s so windy. And um and yeah, and then what else are we doing? I don’t even 
know what what’s our plan to get a coffee. Yeah, probably warm up somewhere warm. Yes, I’m 
wearing gloves today already cuz it’s necessary. Hi, I am going to film a tutorial right now for 
the brand Babyliss. And I have quite a lot of tools from them. And I’m not sure if I’ve 
ever like talked about them in depth here because usually I share this on my Tik Tok. I 
talk a lot about about hair on Tik Tok. But I needed to show you this tool which I think 
is so practical to use on straight hair if you want a cool curly look. And basically, it 
looks crazy, right? But what you’re going to do is you take a section of hair and you put 
it into this machine like this and then it will automatically put the hair strand inside 
this tool and then create the curl for you. So if you have difficulties to do hairstyles uh 
with a straightener or with a curling wand,   I know that it’s not super easy and intuitively 
for a lot of girls. um I teach some of my friends or like my sister how to use a straightener 
properly to for example create coats with it and I think it’s not so easy so it’s really like 
practice makes perfect but this makes it so much easier you don’t need any skills for that so 
yeah I turn it on and then you can decide in which direction the curl should go and then you 
can also um choose if it’s on air mode or you can uh also choose different temperature levels. 
I have it on air and because I really want a softer curl. So, I’m going to show you on one 
hair strand what it looks like, how it works, and then I will show you the final result because 
I will film the tutorial um for Tik Tok. You take a hair strand this big approximately and then you 
turn it this way so you can pull it through here. Put it in like this. Put it up high. And then all 
you got to do is press this big button right here. Isn’t that crazy? So then you 
just wait a couple of seconds and that means it’s done and you can just release. 
Oh my god. That’s the curl. I just noticed that this one’s going inwards. So, it’s the wrong 
button. This is the curl. I mean, that’s insane. And of course, it will not stay like this. We 
don’t want to look like uh Mozart, but usually I just like pull I just pull it a little bit. And

opportunity to meet like-minded girls and spend a lovely evening and making new 
friends or connections. And we went to this amazing new restaurant in Paris. I didn’t 
know it before, but I think it opened recently,   two months ago, and it was insane. The food

for two events tonight. And yeah, I have two on the same evening, but I didn’t 
really want to miss um either of them. So, I’m going to both. And first I’m going to Galeries 
Lafayette to have a little workshop or I think what was it again like a master class uh on hair 
and hair brushes. I got this lovely invitation and the brand is called Altis Studio. I’m so 
excited to get to know this brand. I haven’t heard of them before or like maybe I have but I 
don’t have any products from them. And you know, hair is one of my favorite topics of all time, and 
I love to try new hair products, new hair tools, uh, new hair brushes, anything really. So, yeah, 
that’s really nice. Such a cute invitation. By the way, I just put on my favorite evening earrings 
from Heaven Mayhem. If you don’t know this brand, it’s so iconic. I think they have really nice 
vintage inspired jewelry. I will make sure to link them down below and then you can check them out. 
I also did my makeup a little different tonight. I have some new products from Anastasia Beverly 
Hills actually. So, I have a new eyeshadow palette and I used this like very autoutuminal shade and 
I think I really really love it. And then also the lip gloss is a darker one which I never got into 
that vibe previously, but I think it looks really cool. I love the whole like autumn vibe overall. 
And then I also wanted to show you this new top I got and I think it’s super flattering, beautiful 
color and yeah, it’s the first time I’m wearing it and I paired it with my black satin pants. So, 
it’s an all satin look and now I have to head out because I think I’m already late. Not very German 
of me, but maybe a bit more French of me. Also, quickly wanted to show you my new coat. I think I 
didn’t vlog when I was shooting it with Artum this week, but he helped me shoot this. Um, it’s such 
a beautiful white wool coat by the brand MK. Okay, I think it’s really hard to show you right now, 
but I might show it to you in the next few days   in daylight. And then I have this really cozy 
little scarf. It’s um faux fur. And I will also talk about this maybe tomorrow when I sit 
down so I can actually show you cuz I feel like   the colors are also a bit different right now. 
But so cozy and warm for winter. It’s perfect. So interesting. They told us a lot about bore 
bristle brushes and how to take care of them, how it improves your hair health and how to 
correctly use them on the day-to-day basis. And I also got a treatment during 
that master class. So basically, it was four times 25 strokes. And essentially 
what this does is it’s nourishing your hair and also stimulating the scalp. And then I got 
a blowout because I need a little touchup. I am now on my way to the second event 
which is by Parisian Vibe and it’s in collaboration with Alexandre de Paris 
which is an hair accessory brand and I am so excited to see the team again. I don’t
